Professor Im Sio Kei, Marcus

Professor Sio-Kei IM graduated from Yuet Wah College in Macao. He holds a Bachelor’s degree in Computer Science, a Master’s degree in Business Information Systems, and a PhD in Electronic Engineering from the University of London, UK. He has more than twenty years of extensive experience in higher education teaching, research, and management. Before joining the Macao Polytechnic University, he worked in the high-tech and financial industries. Professor Im joined MPU (formerly Macao Polytechnic Institute) in 2001 and has served in various academic and administrative leadership roles including Programme Coordinator, Head of the Pedagogic Affairs Division, and Director of the School of Public Administration, accumulating extensive experience in teaching, research, administrative management, and international cooperation. Since becoming Director of the School of Public Administration in 2007, he established the university’s teaching and learning quality assurance system, helping the university successfully pass Macao’s first institutional review by the Quality Assurance Agency (QAA) for Higher Education, UK, and several international academic programme reviews in 2013. Professor Im had served as Vice President of MPU since March 2016, responsible for quality of teaching and research. Since September 2018, he has been the Rector of MPU, completing the university’s charter revision and name change, establishing a series of master’s and doctoral degree programmes, building a comprehensive educational system spanning bachelor’s, master’s and doctoral levels, and promoting the university’s continued rise in international rankings, placing MPU among the leading institutions in the Asia-Pacific region.
As an expert in artificial intelligence and electronic engineering, Professor Im has been dedicated to teaching and research in these fields. He chaired the research project “New Model for International Talent Cultivation – Construction and Practice of Internationally Recognized Engineering Education,” making MPU the first higher education institution in Macao to receive the “2018 National Teaching Achievement Award in Higher Education” from China’s Ministry of Education. Professor Im has been devoted to promoting technological innovation and higher education development in Macao, establishing the first engineering research centre of the Ministry of Education “Engineering Research Centre of Applied Technology on Machine Translation and Artificial Intelligence” in the Hong Kong and Macao region, serving as its director. The centre has developed a globally leading Chinese-Portuguese neural network machine translation platform, receiving multiple patents in electronic engineering and research achievement awards. The integration of industry, academia, and research outcomes has been widely applied in Macao, the Guangdong-Hong Kong-Macao Greater Bay Area, and Portuguese-speaking countries. The AI Engineering Research Centre led by Professor Im was awarded the 2023 Medal of Merit for Education by the Macao Special Administrative Region Government in recognition of his outstanding contributions to education. The research project “Chinese-Portuguese-English Neural Network Machine Translation Platform” led by Professor Im received the “2022 Macao Science and Technology Progress Award”. Additionally, Professor Im has published more than 100 SCI/Scopus indexed academic papers and has led and participated in multiple key research projects with fruitful research outcomes.
Professor Im has been invited as a visiting scholar and honorary professor at several world-renowned universities, including the University of London, University of Paris, University of California Los Angeles, and Hong Kong Open University, endeavouring in promoting international exchange and cooperation in higher education. Furthermore, Professor Im has been actively involved in national and Macao-wide community services, serving as Chairman of the Public Services and Organizational Performance Review Committee of the Macao SAR Government from 2016 to 2022, as a specially invited member of the 9th Committee of the Guangdong Association for Science and Technology since 2019, and as an expert for the National Science and Technology Awards of the China’s Ministry of Science and Technology since 2021. He currently serves as a Standing Committee Member of the Dalian Municipal Committee of CPPCC, Honorary President of the Macao Higher Education Development Promotion Association, First Committee Member of the Supervisory Board of the Association of Portuguese Language Universities, and Chairman of the Portuguese Language Education Alliance in the Greater Bay Area, vigorously promoting educational cooperation between China and Portuguese-speaking countries and expanding Macao’s role as a platform between China and Portuguese-speaking countries.
