Dr. Lei Ngan Lin, Vivian, a graduate of Hou Kong Middle School in Macao, holds a Bachelor of Social Sciences from the University of Macau, a Master of Business Administration jointly awarded by the University of Macau and lnstituto Superior de Ciências do Trabalho da Empresa, and a PhD in Business Administration from the Macau University of Science and Technology. With over 20 years of extensive experience in higher education management, she demonstrates a wealth of expertise and professionalism in the field. Dr. Lei began her career in the public sector in 1999. She joined Macao Polytechnic University (formerly Macao Polytechnic Institute) in 2001, having been head of the Public Relations Office (2002-2010) and of the Academic Affairs Department (2011-2018). In September 2018, Dr. Lei was appointed Vice-Rector of Macao Polytechnic University, a role she serves till now. During her term of office as Vice-Rector, she is dedicated to coordinating the overall planning of academic affairs, steering national and international collaborations, building a strong academic brand for the University, and ensuring the effective implementation of policies in pivotal areas such as admission. She is responsible for university affairs covering academic accreditation, university rankings, Chinese mainland affairs, global engagement, admission policies, student and alumni affairs, and university branding. Dr. Lei is devoted to enhancing the University’s global engagement and expanding its international presence, particularly focusing on comprehensive academic partnerships with Portuguese-speaking countries. She strives to expand the University’s academic impact and cultivate bilingual talent in Chinese and Portuguese, contributing to the development of Macao as a Sino-Lusophone bilingual education hub.
Dr. Lei is actively engaged in higher education research, with ample outputs in the areas of higher education management, policy development, and quality assurance in teaching and learning. She has served as an academic review consultant and journal editor. Notably, the project “Innovative Model for Cultivating Patriotic Talent in Macao”, which she led, was awarded the second prize in the 2022 National Teaching Achievement Awards for Higher Education (Undergraduate) by the Ministry of Education. She is also a recipient of the Outstanding Achievement Award for Macao research in Humanities and Social Sciences.
Dr. Lei is committed to serving the nation and the local community. She has held various prominent positions, including Member of the Convention and Exhibition Industry Development Committee of the Macao SAR Government, Alternate Member of the Education Committee of the Macao SAR Government, Deputy Director of Macao SAR Chinese Culture Qualification Examination Working Committee, Executive Committee Member of the 13th Guangdong Women’s Congress, Vice President of Macau-Zhuhai Talent Development and Promotion Association, and Vice President of Macau Higher Education Development Promotion Association. .
