Abstract

Modern education and teaching have surpassed the traditional era of macroscopic “quality autonomy” and entered a new era of microscopic ‘quality jointnomy’. Naturally teaching quality assurance is bound to be the striking theme of the development of higher education in the 21 st Century. Teaching quality is the lifeline and the foundation of the development of higher education institutions (HEIs), as well as the main contents of internal quality assurance system of higher education. The 21st Century is the century of the rapid development of global education, and also the era of great change of teaching quality and concepts. There appears many unprecedented characteristics and methods of teaching quality assurance at present: 1) professional accreditation and evaluation guarantees the quality of teaching core; 2) staff’s job-performance evaluation guarantees the quality of teaching body; 3) assessment of students’ professional ability guarantees the quality of students’ ability; 4) student learning outcomes guarantees the quality of learning results; and 5) evaluation of graduates’ quality guarantees the quality of teaching output.

Professor Jianxin Zhang is President of Asia Pacific Quality Network (APQN), the largest non-profit, non-government organization in the Asia-Pacific Region. She serves as Chief Expert of Yunnan Higher Education Evaluation Center (YHEEC), Director of Research Sector of Higher Education in the Research Institute of Higher Education in Yunnan University and Advisor of Council for CHEA (Higher Education Accreditation) International Quality Group (CIQG) in USA.

She received a PhD degree from Peking University, China and a Master’s degree in EPFL in Switzerland. She is a visiting scholar in UNESCO. She has been teaching for over 30 years, visited over 40 countries on academic assignments and chaired over 50 research projects both at home and abroad. She organised over 20 on-site evaluations to HEIs, reviewed Fiji Higher Education Commission in the on-site review of Asia-Pacific Quality Register (APQR) and CHEA/CIQG Quality Platform Review, conducted 3 workshops on evaluators in Pakistan, etc. She has published 24 books and over 200 papers.
