Professor Jianxin Zhang
President, Asia Pacific Quality Network 

Professor Dr. Jianxin Zhang is APQN President of the fifth and sixth Board (2016-2019; 2019-2022), the largest non-profit, non-government organization in the Asia-Pacific Region. She serves as professor of Yunnan University, chief expert of Yunnan Higher Education Evaluation Center (YHEEC).
She gained PhD degree at Peking University in China, Master degree in EPFL in Switzerland, a visiting scholar in UNESCO.
She has been teaching for 40 years, visited over 60 countries on academic assignments and activities of education quality assurance. She chaired over 60 research projects both at home and abroad. She organized over 20 on-site evaluations to HEIs, reviewed Fiji Higher Education Commission, the Certification Association “Russian Register”, Indonesian Accreditation Agency for Higher Education in Health (IAAHEH) in the on-site review of Asia-Pacific Quality Register (APQR), Symbiotic International (deemed University) in India of the Asia-Pacific Quality Label (APQL) for Internationalization and CHEA/CIQG Quality Platform Review, conducted 7 workshops on evaluators in Pakistan, etc. She has published 30 books and over 200 papers, among which 4 monographs and 26 papers won Yunnan Government’s awards. She has been awarded as “Excellent Teacher” “Best Researcher” by Yunnan Education Bureau, Yunnan University and other authorities.

Mr Douglas Blackstock
Chief Executive Officer, Quality Assurance Agency for Higher Education

Douglas Blackstock has been QAA’s Chief Executive since October 2015.  His work includes leading QAA’s contribution to the current changes to the policy, regulatory and quality landscape in England and across the UK, and the Agency’s role in developing the Teaching Excellence Framework alongside other sector partners.
Douglas joined QAA in 2002 as Director of Administration, and has subsequently held the roles of Director of Resources and Chief Operating Officer and was QAA’s Company Secretary from 2002 to 2016. He led QAA's work on student engagement for a number of years, and was a member of the NUS & UUK-led Student Charter Group and the subsequent Framework for Partnership Group.  He is a Board member of the European Association for Quality Assurance in Higher Education (ENQA), and chaired the ENQA Staff Development Group.  He is a graduate in Public Administration from what is now Glasgow Caledonian University.

Professor Ronghuai Huang
Dean of Smart Learning Institute, Beijing Normal University

Ronghuai Huang is a Professor in Faculty of Education of Beijing Normal University (BNU). He has being engaged in the research on smart learning environment, artificial intelligence in education, educational technology as well as knowledge engineering. He received ‘Chang Jiang Scholar’ award in 2016, which is the highest academic award presented to an individual in higher education by the Ministry of Education of China. He serves as Co-Dean of Smart Learning Institute, Director of UNESCO International Rural Educational and Training Centre, and Director of China National Engineering Lab for Cyber learning Intelligent Technology. He is very active in academic organizations both at home and abroad. He is also Committeeman of the Science Subject Expert Committee of the National Textbook Committee, Co-Leader of Information and Communication Technology Course Standard Group in Ordinary Senior High School, Vice-Chairman of China Educational Technology Association, Vice-Chairman of Teaching Guidance Committee of Educational Technology at Institutions of Higher Education, Vice-Chairman of Beijing Education Informatization Expert Committee, and Expert of MOE AI Innovation Panel. He is also President of The Global Chinese Society for Computers in Education, Vice President of International Association of Smart Learning Environments, and Editor-in-Chief of Springer’s Journal of Smart Learning Environment and Journal of Computers in Education. Till now, he has accomplished and is working on over 100 projects, and his ideas have been widely spread, with about 400 academic papers and over 40 books published at home and aboard.

Professor Sonny Shiu-Hing Lo
Deputy Director, School of Professional and Continuing Education, The University of Hong Kong

Professor Sonny Lo Shiu Hing is Professor at HKU SPACE and specializes in the research on the politics of Greater China, cross-border crime, political economy and historical development of both Hong Kong and Macao.
Professor Sonny Lo Shiu Hing is a political scientist holding a Doctoral degree in Political Science from the University of Toronto in 1993, a Master's degree in Political Science from the University of Waterloo in 1986 and a Bachelor degree (Specialized Honours) in Political Science from York University, Canada, in 1985.
Before joining HKU SPACE in December 2016, Professor Lo was an Associate Vice President (Quality Assurance) and the Head of the Department of Social Sciences at the Education University of Hong Kong. He had also worked in the Department of Political Science at the University of Waterloo in Canada from 2004 to 2010, the Department of Politics and Public Administration at the University of Hong Kong from 1996 to 2004, the Division of Social Sciences at the Hong Kong University of Science and Technology from 1993 to 1996, the Asia Research Centre at Murdoch University from 1991 to 1992, the Division of General Education at Lingnan College (now Lingnan University) from 1990 to 1991, and the Department of Government and Public Administration at the University of East Asia (Macau) from 1989 to 1990.
Professor Sonny Lo is the author of eleven single-authored books, including The Politics of Policing in Greater China (Palgrave 2016), The Politics of Controlling Organized Crime in Greater China (Routledge 2015), Hong Kong's Indigenous Democracy (Palgrave 2015), The Politics of Crisis Management in China: The Sichuan Earthquake (Lexington 2014), Competing Chinese Political Visions (Praeger 2010), The Politics of Cross-Border Crime in Greater China (M. E. Sharpe 2009), The Dynamics of Beijing-Hong Kong Relations (Hong Kong University Press 2008), Political Change in Macao (Routledge 2008 and First Class Prize from the Macau Foundation 2009), Governing Hong Kong (Nova Science 2001), The Politics of Democratization in Hong Kong (Macmillan 1997), and Political Development in Macau (The Chinese University Press 1995). His research focuses on the political change in Hong Kong and Macao, policing, cross-border crime and the historical development of Greater China.
