Aggregated Ranking as a Tool for Evaluation of the Quality and Positioning of Asia-Pacific Universities at the Global Level

Abstract

The number of international rankings is rising every year. Due to this trend, research on the globalisation and internationalisation of higher education has currently focused on the development of various evaluation methods in ranking and accreditation formats. Although these methods use quite different procedures, evaluation techniques, and criteria, their overarching objective is the same. They aim to enhance the quality of higher education.

In our research, we examined and analysed the data from 13 of the most credible worldwide rankings and the DEQAR Database, combined them into a single aggregated ranking that would ultimately serve as a tool for evaluating the quality of education. We outline the methodology for creating ranking tables based on the evaluation findings of various systems, as well as the tools used to do so. We also provide a new method for determining the TOP institutions, namely the league analysis method, which is used to create the global aggregated university ranking. In our research, we argue that the generalised outcomes of both ranking and accreditation may significantly increase the credibility of the quality assessment of a HEI. This method reduces subjectivity in evaluation and vividly shows the university's position at the international, regional, and national levels.

The findings of the research could be of interest to national governments and educational institutions responsible for strategic planning and the development of higher education. This approach may also be viewed by the general public as a thorough and unbiased assessment tool.


Biography

Galina Motova, Ph.D, D.Sc., Deputy Director of the National Centre for Public Accreditation (Russia), Editor-in Chief of the journal «Accreditation in Education».

Dr. Motova has 28-year work experience in the field of quality assurance. She is among the founders of the system of quality assurance in the Russian Federation and a leading researcher in the field of quality assurance who has participated in the development and implementation of QA criteria and policies at the national level. Dr. Motova also coordinated numerous accreditation procedures at Russian and foreign higher education institutions and participated as an expert and an observer in international external reviews of HEIs.

She has organised international forums, assemblies, and conferences of the quality assurance networks CEENQA, ENQA, and APQN. She was a Steering Committee member of CEENQA (2006-2010), an elected Board member of the 5th APQN Board of Directors (2016-2019), since 2019 – an elected Vice President of the 6th and 7th APQN Boards (2019-2022, 2022-2025).

Dr. Motova is the author of over 200 publications.
