Summary:

This is the proceedings of the Academic Conference on “the Practice of ‘One Country, Two Systems’ and the Macau Pattern of Implementing the Basic Law” held in Shenzhen on 19-20 September 2015. There are altogether 27 articles in three sections. Section 1 is “Theory and Practice of ‘One Country, Two Systems’”. It includes 10 articles which are mainly about the theoretical superiority and practical advantages of the “One Country, Two Systems” principle and its constitutional significance. Section 2 is “Administration According to Law and Constitutional Reform”. It includes 7 articles which analyze the present situation of the implementation of the Macau Basic Law and the effect of administration according to law in Macau. Section 3 is “Legal Perfection and Academic Exchange”. It includes 10 articles which are about the legal practice, perfection and experiences in Macau. The book concentrates on the discussion of the practice of the “One Country, Two Systems” theory and the Macau pattern of implementing the Basic Law. It is believed that the book will provide practical measures and suggestions to enhance the correct understanding of the “One Country, Two Systems” policy and the correct implementation of the Basic Law in the Macau SAR.

Section 3 is “Rule by Law and Legal Perfection”. It includes 6 articles which are about the rule by law and legal practice experiences in Macau. The book concentrates on the discussion of the practice of the “One Country, Two Systems” theory and the Macau pattern of rule by law. It is believed that the book will provide useful references for future researches in this field.

This book is a collection of all the academic articles of Prof. Ieong Wan Chong that published in the Academic Journal of “One Country, Two Systems”. It concentrates on the discussion of the principle of “One Country, Two Systems”, from both theoretical and practical perspectives: paying attention on safeguarding national sovereignty, national security and national development interests, aiming at maintaining the long-term prosperity and stability of the Hong Kong and Macao SARs.
