Quality Assurance Is Decisive for Higher Education

Professor João Guerreiro
President, Agency for Assessment and Accreditation of Higher Education (A3ES), Portugal

Biography

João Guerreiro, PhD, Bachelor in Geography from University of Lisbon. Doctorate in Economic Sciences. Aggregation in Regional Economy from University of Algarve. Founder of the Regional Innovation Centre for Algarve (former name of CRIA). He was the Scientific Coordinator of the Entrepreneurship and Technology Transfer Division (CRIA) of the University of Algarve. His work pays particular attention to Regional Innovation Systems, Entrepreneurship and areas of knowledge transfer and higher education issues. Former Rector of the University of Algarve (2006-2013). João Guerreiro has coordinate a government work group devoted to the internationalization of Portuguese universities. He was the President of National Commission for Access to Higher Education (2012-2020). Now he is the President of the Management Board of the Portuguese Agency for Evaluation and Accreditation of Higher Education.

Quality and Mobility Beyond Borders: Exploring Innovations in the New Normal

Dr Jagannath Patil
Chairperson, Asia Pacific Quality Register (APQR) & Former President, Asia Pacific Quality Network (APQN)

Biography

Dr. Jagannath Patil is the former President of Asia Pacific Quality Network [APQN], the largest regional network of higher education quality bodies from over 50 countries.

Dr. Patil serves as Adviser at National Assessment and Accreditation Council, an autonomous body of UGC under Ministry of Education , Govt of India.

An eminent educationist known over the world , Dr Patil has served as President of three global organisations.

Besides being the first Indian to head APQN, he was also an elected president of global quality network - INQAAHE in 2015-2016, being the first Asian expert to become INQAAHE President.

He is the founder Chairperson of Asia Pacific Quality Register [APQR]. He currently serves on APQN Board as Co-opted Director as the Chairperson of APQR Council (2019-2022).

JP served term in Japan on invitation by NIAD QE , Govt of Japan as a Specially Appointed Professor in Japanese National Quality organisation in year 2019-20.

Dr JP has served  on various national and international missions including that of UNESCO, World Bank, etc and is recipient of many national/ international awards and recognitions.

Innovation in Quality Assurance in the Post-Pandemic Era

Ms Vicki Stott
Chief Executive, Quality Assurance Agency for Higher Education (QAA), United Kingdom

Biography

Vicki Stott is QAA’s Chief Executive, having taken up the role in November 2021. She joined QAA’s Executive Team in 2019, helping lead QAA’s work to safeguard quality and standards in UK higher education. Vicki is also a Board Member of INQAAHE, the International Network for Quality Assurance Agencies in Higher Education.

Prior to joining QAA, Vicki worked at St Hugh's College Oxford, where she was the Bursar (COO) and a founding Director of NOSCS. She previously worked at University of Birmingham as the Director of Strategic Planning and in various roles at the University of Warwick. She started her career in Higher Education at UMIST, where she worked in international student recruitment. Vicki also has experience in the commercial and charity sectors, having run her own company and been director of a charity working with women and families affected by domestic abuse.

The Development of APQN Standard for Online-Teaching Quality Assurance

Professor Jianxin Zhang
President, Asia Pacific Quality Network (APQN)

Biography

Professor Dr. Jianxin Zhang is APQN President of the fifth and sixth Board (2016-2019; 2019-2022), the largest non-profit, non-government organization in the Asia-Pacific Region. She serves as professor of Yunnan University, chief expert of Yunnan Higher Education Evaluation Center (YHEEC).

She gained PhD degree at Peking University in China, Master degree in EPFL in Switzerland, a visiting scholar in UNESCO.
She has been teaching for 40 years, visited over 60 countries on academic assignments and activities of education quality assurance. She chaired over 60 research projects both at home and abroad. She organized over 20 on-site evaluations to HEIs, reviewed Fiji Higher Education Commission, the Certification Association “Russian Register”, Indonesian Accreditation Agency for Higher Education in Health (IAAHEH) in the on-site review of Asia-Pacific Quality Register (APQR), Symbiotic International (deemed University) in India of the Asia-Pacific Quality Label (APQL) for Internationalization and CHEA/CIQG Quality Platform Review, conducted 7 workshops on evaluators in Pakistan, etc.

She has published 30 books and over 200 papers, among which 4 monographs and 26 papers won Yunnan Government’s awards. She has been awarded as “Excellent Teacher" “Best Researcher”by Yunnan Education Bureau, Yunnan University and other authorities.
