Dr. Chan Kam Tong is an Adjunct Professor and Special Consultant at the Guangdong Open University. He was formerly the Director of the Programme of Social Work and Social Administration of the Beijing Normal-Hong Kong Baptist University (BNBU; formerly the Beijing Normal University-Hong Kong Baptist University United International College). He was also the Deputy CEO of the Head Office of the Board of Directors of Pok Oi Hospital in Hong Kong SAR. He has taught in the Department of Applied Social Sciences of The Hong Kong Polytechnic University as an Associate Professor/Principal Lecturer and Doctoral Supervisor since 1987. In 2004, he established the Centre for Third Sector Studies to focus on the development of the third sector, non-profit organizations, and social enterprises in the four regions of the Taiwan Strait. From 2018 to 2023, Dr Chan was the Programme Director of Social Work, and the Head of the Master of Social Services Administration Programme at UIC, where he taught organizational theory, public administration, professional supervision, and training and evaluation. He had also taught at Laurentian University in Canada from 1997-1999.

His research interests include non-profit organizations, valuation, strategic management, and social enterprises. He is the author of 15 books, including Comparative Studies on Pandemic Control Policies and the Resilience of Society (2023), Social Service Administration in Hong Kong (2003), Supervision and Professional Development (1996) and ISO9001 (2000 Edition), Training and Practice Manuals (2003), Social Service Assessment (2006), Third Sector Accountability and Evaluation (2007), Social Enterprise (2013), Governance of Social Enterprises (2016), and Social Benefits of Social Enterprises (2019), etc., and more than 100 academic papers. His recent publications include two books on Program Management and Evaluation in Elderly Care Services and The New Genealogy:  Exploration and Implementation (to be published in 2025).

Over the past 20 years, he has worked as a management consultant for more than 30 government departments, hospitals, and non-profit organizations in the Hong Kong SAR Government, China, Canada, and Macau. He was a member of the Community Chest Funding Vetting Committee and the Membership Vetting Committee of the Community Chest, an elected member of the Hong Kong Council of Social Services, the Chairman of the Efficiency and Excellence Management Committee, and a member of the Hong Kong Social Workers Registration Board. He is also a researcher at the Center for Public Policy and Social Administration at Shanghai University, a researcher at the Third Gate Research Center of National Chengchi University, a researcher at the Centre for Civil Society and Governance at the University of Hong Kong, an invited researcher at the Social Work Research Center of the Ministry of Civil Affairs of the People's Republic of China, a member of the Service Standards Committee of the Ministry of Civil Affairs of the People's Republic of China, and an advisor to the Social Welfare Bureau of the Macao SAR Government.

In 2005, Dr. Chan was commissioned by the Ministry of Civil Affairs to conduct a study on the professionalization and posting of social service personnel and a comparative study on the registration system of social workers. From 2007 to 2010, the Social Welfare Bureau of the Macao SAR Government commissioned a study on capacity building, performance evaluation, and registration of social workers for social workers. In 2009, he also was commissioned by the Ministry of Civil Affairs to study the intervention mechanism of social workers for the 512 Sichuan earthquake and evaluate of senior social workers scheme in 2013. In 2015, he was commissioned by the Chengdu Civil Affairs Bureau to study the evaluation indicators of community services. In 2013, he was selected as one of the Top Ten Social Workers in China.
