Professor Linda  Li Chelan

Linda Chelan Li is Professor of Political Science at Department of Public and International Affairs and Director of the Research Centre for Sustainable Hong Kong at City University of Hong Kong. Her research areas include effective governance, central-local politics, government reform, public finance, educational equity, cross-border relations, gender equality, and sustainable development. In recent years, she has focused on cross-border relations and sustainable development in Hong Kong and the region. She established the Sustainable Hong Kong Research Hub (SusHK Hub) and the Research Centre for Sustainable Hong Kong (CSHK) to promote interdisciplinary applied research and collaboration among academia, government, and social sectors to address real-life challenges.

Professor Li has led and participated in multiple research projects funded by institutions including the Research Grants Council of the University Grants Committee of Hong Kong SAR Government, Ministry of Education of PRC, Shenzhen Housing and Construction Bureau, City University of Hong Kong, and Shantou University. During 2017-2020, she completed the Strategic Public Policy Research project " Hong Kong Professional Services in the Co-Evolving Belt-Road Initiative: Innovative Agency for Sustainable Development." From November 2020 to April 2022, she completed a professional workshop series on "Advancing Professional Development on Economic and Trade Cooperation Zones Along Belt and Road" under the Professional Services Advancement Support Scheme (PASS) of the Hong Kong SAR Government's Commerce and Economic Development Bureau. From March 2021 to June 2023, she completed a three-year research project titled "Hong Kong Insolvency and Restructuring Law and Policy in Times of COVID-19 and Beyond" funded by the University Grants Committee's Collaborative Research Grant (2020/21). She is currently conducting research projects on financial emissions, zero-carbon policy tools, and Hong Kong's ESG framework, with persistent research efforts on sustainable development topics such as "Diversity and Inclusion."
