Valter Victorino Lemos is currently a Coordinator Professor in Public Policy and Education at the School of Education of the Polytechnic University of Castelo Branco, where he is also Head of Educational Administration Studies. At the same time, he is a Visiting Professor in the doctoral program in Educational Administration Policies at ISCTE – University Institute of Lisbon and an Associate Researcher at the Centre for Research and Studies in Sociology at ISCTE – University Institute of Lisbon.
His academic and professional education includes a PhD in Public Policy from the University Institute of Lisbon, a Master of Education (MEd) from Boston University (USA), a postgraduate diploma in Human Resources Management from LNETI, as well as a degree in Science Teaching and a BSc in Biology, both from the University of Lisbon.
Throughout his career, he has held several prominent governmental and academic positions, notably Secretary of State for Education in the XVII Constitutional Government of Portugal (2005–2009) and Secretary of State for Employment and Vocational Training in the XVIII Constitutional Government of Portugal (2009–2011). He was also President of the City Council of Castelo Branco (2002–2018), President of the Polytechnic Institute of Castelo Branco (1996–2005), and Deputy-director of the Installation Committee of the Higher Education School of Castelo Branco (1985–1996), where he performed multiple functions, including the presidency of the Scientific Council and the Pedagogical Council.
He served on several advisory bodies, such as the Coordinating Council of Polytechnic Institutes (2001-2005), the Scientific-Pedagogical Council for Continuing Teacher Education (1996-2003), and the Scientific Council of the Institute of Educational Innovation (1990-1994). He was also a Visiting Professor of School Administration at ISCTE (2014-2020) and of Educational Evaluation at the Portuguese Catholic University (1993-2002).
He participated as an expert in several national and international projects, including:
- “Evaluation of educational reform in Portugal” (Institute of Educational Innovation, Ministry of Education, 1990–1993);
- “Evaluation of polytechnic higher education in São Tomé and Príncipe” (CCISP, 2000);
- “The Career of Teachers” (European Commission, 2017–2018);
- “Teachers in Europe” (European Commission, 2019–2021).
He was also Advisor for Education of the Government of Macau (1982–1983).
He is the author of several articles, reports and books, notably his latest work “The Influence of the OECD on Public Education Policy in Portugal” (Almedina Publishing, 2014).
