Sumário:

A obra procura reflectir com lealdade o pano de fundo e o processo da concepção do objectivo legislativo e dos termos da Lei Básica de Macau, demonstrando que o regime da Região Administrativa Especial de Macau, sob a orientação do princípio “Um País, Dois Sistemas” e sob as disposições da Lei Básica, tem vindo a ser concebido, aperfeiçoado e desenvolvido de forma contínua; apresenta os resultados dos investigadores nacionais e estrangeiros sobre a concepção institucional e a prática dos diversos aspectos da Lei Básica de Macau; bem como esclarece e prova ainda que a Lei Básica serve como instrumento normativo do País na governação de Macau e que a natureza, o estatuto e as funções da Lei Básica como instrumento institucional da RAEM na implementação do alto grau de autonomia; e revela que, sendo uma lei viva, a Lei Básica tem as características essenciais para constituir, em conjunto com a Constituição, o fundamento do sistema constitucional da Região Administrativa Especial. Tomando a sequência dos artigos da Lei Básica como linha básica, o livro procura interpretar e esclarecer, de forma completa e precisa, todo o conteúdo da Lei Básica de Macau, possuindo assim tanto valor académico como significado orientador a nível de política, como também reflectindo as opiniões pessoais e os pensamentos dos diferentes investigadores.

Summary:

The Macao Special Administrative Region has successfully implemented the policy of “One Country, Two Systems,” “Macao people ruling Macao,” and a high degree of autonomy for 20 years. The third ten-year development period of the SAR has just started. The sudden appearance of the Covid-19 pandemic in 2020 and the complex changing situation at the international level have brought forth unprecedented tests and huge challenges to the new SAR government and the Macao society. In order to promote scientific decision making in the government, precise social governance and high efficiency of public services, the “One Country, Two Systems” Research Centre of the Macao Polytechnic Institute held an online academic conference on the topic of “Public Policies in the Execution of ‘One Country, Two System’” on 21st July 2020. This book is the proceedings of the named academic conference. It is a compilation of 15 papers presented at the conference, including “Central-local Legislation and Governance Effectiveness under the Principle of Unitary System” by Professor Qin Aolei, “Considerations on the Cross-border Epidemic Prevention Mechanism between Macao and the Mainland under the Condition of ‘One Country, Two Systems’” by Professor Chen Xinxin, “The Legal Dilemma and its Resolution upon Work Injury during the Anti-epidemic Period” by Professor Yang Jiejun, and “On the Amendment and Improvement of the Draft of Regulations on the Administration of Permanent Residence of Foreigners” by Professor Xu Chang . This book is a good academic reference for those who study the principle of “One Country, Two Systems” and public administration.
