The Outline Development Plan particularly strengthens Macao's role as a platform for the development of Sino-Lusophone relations by identifying areas with great innovation potential. Macao is one of the “four engines” of the region, together with Guangzhou, Shenzhen and Hong Kong.

The role of Macao in the Greater Bay Area is referred to in the Outline Development Plan as “One Centre, One Base, One Platform”:

• World Class Tourism and Leisure Centre”: Establishment of a human resource training base in tourist education;
• Commerce and trade cooperation service platform between China and Lusophone countries;
  
• Base for exchange and cooperation where Chinese culture is the mainstream and diverse cultures coexist.

In the context of the Greater Bay Area, Macao develops nine components of an enlarged Commercial Cooperation Service Platform between China and Portuguese-speaking countries:

• Platform for financial cooperation services between China and Lusophone countries
• RMB clearing centre for Lusophone countries
• Forum for Economic and Trade Cooperation between China and Portuguese-speaking countries
• Headquarters of the China-Portuguese-speaking countries Cooperation and Development Fund
• Food trading and distribution hub for Lusophone Countries
• Industrial park for Lusophone countries under cooperation between Guangdong and Macao
• Cultural Exchange Centre between China and Portuguese-speaking countries
• Training base for bilingual talents proficient in Chinese and Portuguese
• Centre for innovation and entrepreneurship for the youth from China and Lusophone countries

Macao also has an important cultural and creative role in the Greater Bay Area. The Plan supports Macao in “leveraging its distinctive characteristics as a place where diverse cultures from both East and West have long integrated and co-existed” and in promoting people exchanges as well as cultural and technological exchanges between the Mainland and Hong Kong and Lusophone countries.
