                              Public policy analysis course applies the relevant theories and methods of public policy to
                              analyze public issues. This course systematically describes the composition of the public
                              policy  system,  the  operation  of  the  public  policy  process,  and  the  methods  and
                              technologies of public policy analysis, aiming to enable students to deeply understand
                              the basic concepts, theoretical framework, and basic elements of public policy on the
                              basis of understanding the development and evolution history of public policy science.
                              Through case analysis, students can master the values, thinking methods and model paths
                              of public policy analysis, master specific decision-making and analysis technologies, be
                              familiar with the subject and approach of public policy formulation, and understand the
                              main historical experiences and lessons in public policy formulation.
                 PMPA6122     Theory and Practice of "One Country,   3   45 hrs   ---
                              Two Systems"
                              The theory and practice of "one country, two systems" is a course for theoretical analysis
                              of the issue of "one country, two systems" by using relevant theories and methods such
                              as political science, constitutional law and political philosophy. This course systematically
                              describes the guiding principle, system design, development process and practice of "one
                              country,  two  systems",  aiming  to  enable  students  to  deeply  understand  the  basic
                              theoretical framework and basic system content of "one country, two systems" on the
                              basis  of  understanding  the  development  and  evolution  history  of  "one  country,  two
                              systems". Help students master the value concept ,thinking method of "one country, two
                              systems" and the background of "one country, two systems" in the decision-making and
                              analysis of public administration in the Macao Special Administrative Region, understand
                              the  impact  of  "one  country,  two  systems"  as  the  political  cornerstone  of  the  Special
                              Administrative Region on the formulation and implementation of public policies, and the
                              main historical experiences and lessons from the practice of "one country, two systems".
                 PMPA6123     Public Management                3       45 hrs    ---
                              Public management aims to assist public managers to obtain the knowledge, skills and
                              strategies needed to solve public problems, meet the needs of the people and deal with
                              public affairs, so as to achieve a government with sense of responsibility, responsiveness,
                              efficiency and fairness. Public management has two meanings: narrow sense and broad
                              sense. In the narrow sense, public management refers to the management of the public
                              sector, but in the broad sense, public management refers to the management of public
                              affairs,  including  all  political  and  administrative  aspects,  including  the  public  sector,
                              private sector and the third sector. This course aims to establish the understanding and
                              application  of  public  management  by  explaining  the  important  subject  of  public
                              management and combining the discussion of practice and knowledge.
