Macao Polytechnic Institute Held Academic Symposium on the "Macao SAR Government's Policy Address for the Fiscal Year 2022"

The Social, Economic and Public Policy Research Centre of Macao Polytechnic Institute (MPI) held an academic symposium on "Uniting Our Strengths and Creating New Situations—the Macao SAR Government's Policy Address for 2022 Fiscal Year" at MPI at 10:00 a.m. on November 17, 2021, to discuss the Macao SAR Government's general policy objectives of preventing pandemic, stabilizing economic recovery, guaranteeing people's livelihood, promoting diversity, strengthening cooperation, and planning development in 2022. The participants agreed with the Macao SAR Government's precise and pragmatic policies of "six aspects of adherence" and "six aspects of promotion", and held discussions in the aspects of integrating into national development, social and economic issues, public policy, education and culture, etc. and offered suggestions for the Macao SAR Government's management.

The Vice-President of MPI, Ms. Lei Ngan Lin, said that the whole policy address with its rich contents, extensive coverage and pragmatic development, fully reflects the Macao SAR Government's positive thinking in taking hold of the development opportunities under the new situation. Especially the ways of promoting comprehensive and coordinated development in education, innovative development in higher education, continuing to strengthen patriotic education and education for loving Macao, further improving youth policy and promoting youth development, etc., demonstrate the government’s innovation and long-term vision. MPI will actively participate in the major development projects in the Guangdong-Macao in-depth cooperation zone in Hengqin, Guangdong-Hong Kong-Macao Greater Bay Area and international science and technology innovation center, etc. and assist Macao with its construction of "one center, one platform and one base".

The Director of MPI-Centre for Gaming and Research, Wang Chang Pin, said that the past year had been a challenging one for Macao, however, the more difficult it was, the more it demonstrated the Macao SAR Government's power of administration. Over the past year, the Macao SAR Government has achieved remarkable results not only in the prevention of the pandemic, but also the promotion of moderate economic diversification and guaranteeing people's livelihood, and has made steady progress in public administration reforms.

The Coordinator of the Bachelor Degree Programme of Social Sciences in Public Administration , Li Lue, said that the past year had been "a year of hard work, forging ahead with innovation during adversity". The direction for the general policy in the governance is pragmatic and precise, covering the aspects of preventing the pandemic, stabilizing economic recovery, guaranteeing people's livelihood, promoting diversity, strengthening cooperation, and planning development. The “six aspects of adherence" and "six aspects of promotion" are very precise, including politics, economy, people's livelihood, public administration reforms, the direction of Macao's development and regional cooperation. The fight against the pandemic is the highlight; in terms of  economic development, with the resurgence of the pandemic and the negative impacts on Macao’s tourism and gaming industries, which show the pressing need for economic diversification, the introduction of high-end manufacturing industries can be considered in future to further improve the industrial structure of Macao.

Associate Professor of the School of Humanities and Social Sciences, Peng Yan Chong,  said that from the perspective of the Macao SAR Government’s policy for 2022, the measures adopted by the government are relatively strong, especially the measures to stabilize the economy and guarantee people's livelihood, which are targeted at the community's expectations and reflect the challenges faced by the Macao SAR Government at the new stage of the development―how to achieve coordinated development of economic and social policies in times of economic fluctuations. The Macao SAR Government should continue to improve the long-term mechanism of its social security system, implement proactive social policies, and increase investment in human capital so as to promote the overall sustainable development of society.

The Director of the Social, Economic and Public Policy Research Centre, Yin Yi Fen, pointed out in his concluding remarks that in essence, the crisis of the pandemic is  continuous and comprehensive. Under the impact of the pandemic, the Macao SAR Government has been facing the overlapping of existing problems with emerging problems, therefore, the government should further enhance its capabilities in the formulation of policies and public governance to cope with the adversities, and firmly grasp the historical opportunities of the National 14th Five-Year Plan of the People’s Republic of China and the Guangdong-Macao in-depth cooperation zone in Hengqin, so as to better lead Macao society to develop its economy and improve people's livelihoods.

More than 20 academics and PhD students, including the Director of the School of Humanities and Social Sciences, Lam Fat Iam; Director of  “One Country Two Systems” Research Centre, Lei Lei Na; Coordinator of the Doctoral Programme in Public Policy, Zhang Tao; Associate Professor, Wang Wan Li and Lecturer, Yang Zhenjie, attended the symposium to discuss various issues in the government’s policy address for 2022. MPI will continue to conduct research on the relevant policy and make contributions to Macao's government management and public administration, economic and social policies, as well as regional cooperation and governance.
