Student Hostel Rules
These Rules are applicable to the provision of student hostel services at Macao Polytechnic University (hereinafter referred to as the “University”) and those matters related to the degree programme students (hereinafter referred to as the “Resident Students”) at the University’s student hostels.
1. The University’s student hostels provide accommodation for the non-local students enrolled in the University’s degree programmes. Those who would like to move in can submit their residence applications according to the prescribed method within a stated period of time, and once approval is given, reside at the assigned student hostels during the approved period of residence (hereinafter referred to as the “Residence Period”).
2. The first-year non-local undergraduates enrolled in the University’s degree programmes are exempted for the first time from the requirement for making the residence applications referred to in the previous clause, and their hostel residency in the relevant academic year will be arranged automatically during the enrollment period.
3. The incoming exchange students from those universities and institutions of higher education in cooperation with the University are exempted from making the residence applications referred to in Clause 1, and their hostel residency will be arranged as per the cooperation agreements entered into between the University and those universities and institutions of higher education.
4. The residency matters referred to in the above clauses are dealt with according to the provisions of the following clause; the residency applications submitted by other degree programme students are dealt with as per the Administrative Board’s resolutions.
5. The residency applications and allocation are processed by lot drawing according to the following priority, with due consideration given to the number of places and the applicants’ preferences. Those who have not been allocated a place must arrange their own accommodation:
(1) The first-year students of the bachelor’s degree programmes;
(2) The students of an active status in the normal study period of the bachelor’s degree programmes;
(3) The first-year students of the master’s and doctoral degree programmes;
(4) The exchange students referred to in Clause 3 of this article;
(5) The degree programme students other than those mentioned in this article;
(6) The students of an active status of the master’s and doctoral degree programmes;
(7) The students outside the normal study period of their degree programmes.
1. The Resident Students must pay the hostel deposits, accommodation fees and other hostel or accommodation-related expenses on time according to the standard fees and payment rules set by the University.
2. The Resident Students who have defaulted in part or all of their payments for more than three weeks will be regarded as having forfeited their hostel places.
3. All payments once accepted will not be refunded, unless otherwise stipulated.
1. Every time a Resident Student moves into a student hostel, the Resident Student must report to the warden of the assigned student hostel and complete the check-in procedure as required. Those who have failed to complete the check-in procedure within a stated period of time without a reasonable explanation will be regarded as having forfeited their hostel places.
2. Those Resident Students whose Residence Period exceeds two months can submit to the Student Affairs Office within two months from the date of check-in applications supported by sufficient reasons for changing their hostel places.
3. The Resident Students must reside at the assigned student hostels during the Residence Periods; if the number of nights when a Resident Student stays outside the assigned student hostel exceeds one fifth of the Residence Period (after deducting the holidays), the Resident Student will be regarded as having forfeited the hostel place.
4. While residing at the student hostels, if the Resident Students encounter any situation to which they cannot adapt, they should contact the hostel wardens or the Student Affairs Office.
1. If any of the following situations occurs to the Resident Students, the right to their hostel places will be forfeited automatically and the Resident Students in question should move out of the student hostels according to the provisions of the following article:
(1) The study status becomes inactive;
(2) The duration of an exchange study programme which the Resident Students take part in exceeds three months;
(3) The Resident Students have been relocated to other student hostels;
(4) The situations described in Article 3 Clause 2, Article 4 Clause 3, or Article 8 Clause 5.
2. Those Resident Students who would like to forfeit their right to the hostel places during the Residence Periods due to personal reasons must submit a written application to the Student Affairs Office and, after approval is given, they should move out of the student hostels according to the provisions of the following article; when submitting the above applications, the students of the bachelor’s degree programmes must also provide the written consent of their parents or guardians.
3. The residence applications of those who moved out of the student hostels without prior authorisation and without having completed the check-out procedure will be rejected in future.
1. Those Resident Students who have been allowed to forfeit their hostel places or whose Residence Periods are going to conclude must complete the check-out procedure according to the prescribed mechanism, return those objects and equipment belonging to the student hostels to the wardens, and settle all outstanding fees before moving out of the student hostels.
2. When moving out, the Resident Students must take away all personal belongings and restore the hostel places to the status quo ante at the time of check-in, otherwise the University has the right to dispose of the remaining items after three days following the day of moving out and demand the Resident Students to pay the transportation, maintenance and cleaning expenses if any. The University is not liable for any loss or damage whatsoever which may have been caused to the remaining items.
1. All visitors must register with the hostel wardens or security guards upon arrival at the student hostels and, after obtaining approval, can enter the student hostels only in the company of the Resident Students.
2. The parents and guardians of the Resident Students can visit the Resident Students’ hostel rooms whereas other guests can only visit the common areas of the student hostels.
3. The visiting hours are from 9 am to 10 pm and the visits must take place without disturbing the other Resident Students.
(Resident Students’ Obligations and Discipline)
1. The Resident Students must fulfill the following obligations:
(1) Store personal items in the hostel rooms and do not occupy the common areas without prior authorisation;
(2) Take care of personal belongings; the University is not liable for any loss or damage whatsoever which may have been caused to them;
(3) Use the hostel facilities and equipment in the right way and be careful when doing so;
(4) Save resources and do not purchase or use high-power electrical appliances;
(5) Keep the dormitory quiet, tidy and beautiful;
(6) Do not commit acts of illegal or unethical behaviour or engage in any inappropriate behaviour which affects the normal operation of the student hostels;
(7) Comply with the University’s rules and regulations, as well as the instructions issued by the University;
(8) Comply with the laws and regulations of the Macao Special Administrative Region.
2. As to the obligation referred to in Item (4) of the preceding clause, if the Resident Students need to use any high-power electrical appliances purchased by themselves in the student hostels, they must submit a written application to the wardens beforehand, and only after the Campus Maintenance and Development Office has given the permission can those electrical appliances be used.
3. The acts of illegal, unethical or inappropriate behaviour referred to in Item (6), Clause 1 of this article, include but are not limited to the following:
(1) Swapping the hostel places without prior authorisation, or renting, letting or subletting the hostel places, regardless of whether there is any monetary gain;
(2) Smoking, gambling (including playing mahjong, poker and so forth), fighting, making loud noises or drinking alcohol in the student hostels;
(3) Bringing into, storing and/or using in the student hostels dangerous goods, illegal medicines or drugs;
(4) Endangering the personal safety or property of the student hostel staff, the other Resident Students and the residents;
(5) Affecting the normal operation and order of the student hostels to a severe extent;
(6) Entering the hostel rooms designated for the Resident Students of an opposite sex or allowing any person of the opposite sex to enter the hostel rooms;
(7) Allowing others to stay overnight or staying overnight in the other hostel rooms;
(8) Bringing visitors into the student hostels during the non-visiting hours or without approval;
(9) Entering the hostel floors designated for the Resident Students of an opposite sex or staying in the common area of the student hostel during the non-opening hours;
(10) Occupying the hostel facilities or common areas in any way without prior authorisation;
(11) Stealing the property of other people or the student hostels, including the food and drinks in the refrigerators, the kitchen utensils and tableware in the public kitchens;
(12) Dressing indecently or behaving inappropriately in the common areas of the student hostels;
(13) Being noisy, making loud noises or disturbing the other Resident Students and the staff at the student hostels;
(14) Cooking or conducting any behaviour at the student hostels that triggers the fire alarm system;
(15) Throwing objects from a height;
(16) Bringing animals to the student hostels, or keeping pets there;
(17) Copying the hostel room keys or smart cards without prior authorisation;
(18) Changing the locations of the hostel items, or adding large pieces of furniture and miscellaneous items;
(19) Drawing graffiti, drilling, nailing and posting on the internal and external walls, the doors and the furniture of the student hostels;
(20) Affecting the environment and hygiene of the hostel rooms or the common areas to a severe extent.
4. The hostel wardens and the University’s staff in charge of the hostel management can enter the hostel rooms when investigating the above-mentioned acts of illegal, unethical or inappropriate behaviour.
5. Depending on the circumstances, the Resident Students who have violated the provisions of this article will be given written warnings. Those who have received three written warnings during the periods of study of their degree programmes will be ordered to move out of the student hostels within a stated time limit, and in future their residence applications will be rejected.
6. In addition to the punishments referred to in the preceding clause, if the Resident Students have done anything in contravention of Clause 1 Item (3), they should also be liable to bear the cost of repairing or replacing the relevant facilities and equipment; if the Resident Students have done anything in contravention of Clause 1 Item (4) and there was power failure or damage to the hostel facilities as a result of the use of electrical appliances which have not been approved or do not meet the safety standards, they should also be liable to bear the relevant maintenance costs.
7. The University reserves the right to follow up and deal with the cases of those Resident Students violating these Rules according to the relevant rules and regulations of student discipline.
1. In case of emergency, the Resident Students must immediately notify the hostel wardens. The Campus Maintenance and Development Office and the Student Affairs Office will intervene and deal with the situation. If the circumstances are serious, the Resident Students should call the police for help immediately.
2. There are “Evacuation Plans / Routes” in the student hostels. The Resident Students should familiarise themselves with the “Evacuation Plans / Routes” and participate in the fire drills or safety seminars organised by the University so that they can quickly escape from the scene in the event of an emergency.
3. Those Resident Students who have developed a sudden illness should notify the hostel wardens to arrange for medical assistance; if the illness is confirmed to be an infectious disease, the Resident Students in question must immediately notify the hostel wardens.
4. In case of force majeure, the Campus Maintenance and Development Office and the Student Affairs Office will formulate relevant emergency response measures according to the actual circumstances in order to protect the personal safety of the Resident Students.
