Macao Polytechnic University Students' Union - Articles of Association

Chapter 1
Name, Location, and Objectives

Article 1
Name and Location

The association shall be named, in Chinese,  “澳門理工大學學生會”, abbreviated to “澳理大學生會”; in Portuguese, “Associação de Estudantes da Universidade Politécnica de Macau”, abbreviated to “AEUPM”, and, in English, “Macao Polytechnic University Students’ Union”, abbreviated to “MPUSU.”

The office of the association shall be located at “Room M202B, 2nd floor, Meng Tak Building, Macao Polytechnic University, Rua de Luís Gonzaga Gomes, Macao”.


Article 2
Objectives

a) Represent the interests of the students of the university.

b) Conduct training and foster development in cultural, educational, and recreational activities to promote academic excellence.

c) Establish ongoing and effective communication with educational authorities for the benefit of the university and its students, ensuring the effective implementation of educational policies and guidelines.

d) Represent students by engaging in discussions with the university regarding the educational system and campus facilities for the students’ benefit.

e) Establish and maintain friendly relations with other organisations or associations.

f) Issue publications for the advancement of its affairs.

g) Liaise with local and international organisations through cooperation or affiliation.


Chapter 2
Members’ Rights and Obligations

Article 3

All students of Macao Polytechnic University may be accepted as members of the association, and the membership procedures shall be determined by the Executive Committee.


Article 4
Classification of Members

1) Honorary Members;

2) Ordinary Members.


Article 5
Definition of Members

1) Honorary Members - Individuals who have provided exceptional contributions to the Students’ Union or are distinguished figures in society, recognised by the Executive Committee.

2) Ordinary Members - As per Article 3.


Article 6
Members' Rights

a) Participate in the General Assembly meetings, including discussions, voting, or raising issues.

b) Stand for election and elect others to positions.

c) Enjoy the benefits of membership and exercise their rights as members.


Article 7
Membership Duration

a) The term for ordinary members lasts until the completion of their course.

b) There is no set term for honorary members.


Article 8
Obligations of Members

a) Adhere to the regulations of the Students’ Union and comply with the decisions of the General Assembly and the Executive Committee.

b) Uphold the reputation of the university and the Students’ Union.

c) Attend the General Assembly meetings.


Chapter 3
Violations

Article 9
Penalties for Members

a) Warning;

b) Disqualification from participating in General Assembly meetings;

c) Prohibition from participating in Students’ Union activities as a member.


Article 10

Any member who commits the following behaviours will be expelled:

1) Violation of the objectives of the Students’ Union;

2) Failure to comply with the regulations of the Students’ Union;

3) Non-compliance with resolutions and rules;

4) Behavior that affects the reputation of the university and the Students’ Union.


Article 11

Penalties are decided by the General Assembly and executed by the Executive Committee. Appeals against such decisions can be made if dissatisfied.


Chapter 4
Organisation of the Students’ Union

Article 12
Composition of the Students’ Union

1) General Assembly;

2) Executive Committee;

3) Supervisory Committee.

General Assembly

1) The Chairperson of the General Assembly is elected by the members of the General Assembly, with elections held once every two years.

2) The General Assembly is composed of qualified Students’ Union members, and ordinary meetings are convened annually by the Chairperson. For resolutions involving financial budgets or statements of asset and liability, etc., written notice must be given eight days before the meeting.

3) Extraordinary meetings can be called upon the request of the Executive Committee or by a joint petition of no less than 20% of the members.

4) All decisions require the approval of over half of the attendees.

5) Amendments to the Students’ Union regulations can be made with a three-fourths majority vote of the attendees at the General Assembly meetings.


Article 13
Powers of General Assembly

Resolutions are passed to authorise the following actions:

a) Confirmation and modification of regulations;

b) Election of members of the Executive Committee and Supervisory Committee;

c) Formulation of policies and guidelines for the Students’ Union;

d) Review and approval of the annual report of the Executive Committee;

e) Confirmation of assets and liabilities;

f) Dismissal of members of the Executive Committee and Supervisory Committee;

g) Revocation of membership;

h) Approval of applications for the establishment of sub-organisations.


Article 14
Composition of Executive Committee

1) Executive Committee members are elected by the General Assembly, with nine primary members and two reserves, by annual elections and with multiple successive terms allowed.

2) The Executive Committee consists of one President, two Vice-Presidents, one Secretary, and one Treasurer.

3) The Executive Committee holds monthly ordinary meetings, while extraordinary meetings are convened by the President of the Executive Committee.

4) All decisions require a majority vote of the attendees; in the event of a tie, the President has the deciding vote.


Article 15
Responsibilities of Executive Committee

a) Implement the resolutions of the General Assembly effectively.

b) Responsible for the day-to-day operations of the Students’ Union and submit annual reports.

c) Convene the General Assembly meetings.

d) Supervise the operations of the sub-organisations and be accountable for all actions taken by the sub-organisations.


Article 16

Responsibilities of the President

a) Represent the Students’ Union in all internal and external matters.

b) Coordinate the operations of the association.

c) Assign tasks within the Executive Committee.

Responsibilities of the Vice-Presidents

a) Assist the President.

b) Act on behalf of the President in event of absence.

Responsibilities of Secretary

a) Assist the President and Vice-Presidents.

b) Organise and handle all secretarial duties, including correspondence with external parties, association documents, etc.

Responsibilities of Treasurer

a) Maintain all financial records.

b) Manage the income and valuable assets of the Students’ Union.


Article 17
Supervisory Committee

1) Supervisory Committee members are elected by the General Assembly, comprising five primary members and two reserves, elected every two years without the possibility of successive terms.

2) The President of the Supervisory Committee is elected by the Supervisory Committee members.

3) The Supervisory Committee holds ordinary meetings monthly.


Article 18
Powers of the Supervisory Committee

a) Supervise the operations of the Executive Committee.

b) Review financial records regularly.

c) Vote on and provide opinions on activities and annual reports to the Executive Committee.

d) Request the dissolution of sub-organisations and demand the re-organisation of the leadership structure.


Chapter 5
Income

Article 19
Income of the Students’ Union

Funding from the university and other institutions.


Article 20

1) The income of the Students’ Union is to cover all expenses of the Students’ Union.

2) Without the Executive Committee’s approval, no one shall solicit funding in the name of the Students’ Union.


Chapter 6
Final Regulations

Article 21
Dissolution of the Students’ Union

Apart from a court ruling, any decision for dissolution must be approved by three-fourths of the General Assembly members.
